This issue: raw-material quotations, an Indian steelworks procurement notice, abrasive selection and policy developments

Reporting period: 26 October–1 November 2026. Sources checked: 2 November 2026. Publication dates, event dates and earlier background material are distinguished. Prices retain the publisher’s basis; requested quantities are not sales, and manufacturer statements are not independent test results.

This issue covers Chinese phenolic-resin and brown-fused-alumina quotations, an Indian cutting-wheel procurement notice, Italian abrasive-selection guidance and a US diamond-sawblade review determination. Country/region, dates, sources and limitations accompany the information. Original procurement documents help explain quantity and specification differences. Earlier Japanese technical information and an Argentine agreement notice appear as further observations.

1. China: compare resin and brown-fused-alumina quotations by grade and delivery terms

Public quotations recorded during the reporting week

Historical public raw-material quotations
Country and location stated by source Material and disclosed specification Source date Price Basis and limitations Source
China · Hebei quotation entry Phenolic resin, 2127 liquid 2026-10-30 CNY 11,500/tonne Platform quotation by province; supplier, tax/freight terms and cutting-disc suitability unconfirmed ChemicalBook
China · Shaanxi quotation entry Phenolic resin, 2127 liquid 2026-10-30 CNY 13,200/tonne Same limitations; not a comparable transaction-price spread against Hebei ChemicalBook
China · delivery in Henan Brown fused alumina, Al₂O₃≥97%, first-grade grain 2026-10-30 CNY 4,300/tonne One seller’s short-term offer; grit size and full quality specifications undisclosed SunSirs trading platform

Quotation locations and delivery locations follow the source; they do not establish production origin. These historical quotations do not mean that material remains available at those prices.

Phenolic resin: establish the grade before discussing price changes. Directly accessed ChemicalBook desktop and mobile pages showed the 30 October entries; search results still returned versions dated 27 October or from the previous issue. This brief uses the saved 30 October records without calculating weekly market changes from different retrieved versions. The pages do not establish the same supplier, quality or delivery terms as last week, or suitability for cutting-disc formulations. Mobile page

Brown fused alumina: a seller’s offer. The listing states 33 tonnes, delivery in Henan, seller Henan Liweite Chemical Technology Co., Ltd., and three-day validity. It is retained as a historical reporting-week offer; availability when read is unconfirmed. Offered quantity is not production, audited stock or sales. “First-grade grain” and chemical content alone do not establish the required grit size or processing suitability. Original offer

LUMEI purchasing analysis: Comparable quotation records are more useful than additional isolated prices. Record the supplier, complete grade, quality requirements, quantity, tax, freight, delivery location and validity. For resin, obtain technical data and formulation-compatibility trials; for abrasive grain, particle-size distribution and batch inspection. Compare purchasing-cost changes only on equivalent terms.

2. India: a steelworks notice requests 1,020 cutting wheels, plus three machines

Country/region: Durgapur, West Bengal, India. Document date: 26 October 2026.

SAIL’s Alloy Steel Plant GeM bid GEM/2026/B/8197009 lists the following on pages 4–5 and 7:

Items and specifications in the Indian notice
Material code Listed item Requested quantity Original specification points
200135576 Cut-off wheel for ferrous metal 20 wheels 355×3/2.5×25.4; 4,300 rpm; 80 m/s; aluminium-oxide abrasive
200195040 Cutting wheel for ferrous metal 1,000 wheels 4″×1/25″×5/8″; maximum 15,200 rpm; 80 m/s
208418109 Heavy-duty corded wheel cutter 3 machines 355 mm wheel; 25 mm arbor; maximum no-load speed 4,900 rpm

Source: public mirror of the original GeM PDF, pages 1, 4–5 and 7. A third party hosts this copy, which contains the bid number, date and GeM specification links. Subsequent amendments on the live GeM page have not been verified.

SAIL notice: 20 and 1,000 cutting wheels, totalling 1,020; three cutting machines separately listed, not included in wheel quantity
LUMEI chart based on pages 4–5 and 7 of the publicly mirrored original GeM PDF, dated 26 October 2026. Requested quantities are not sales or deliveries; latest amendments require verification.

Two details matter to suppliers.

First, 1,023 combines different item types. The cutting-wheel quantity is 20 plus 1,000, or 1,020 wheels, with three machines separately listed. Calling this “1,023 cutting wheels requested” overstates consumable demand and combines machinery with consumables.

Second, a shared bid does not prove compatibility. The document lists a 4,300 rpm wheel with a 25.4 mm bore, and a machine with a maximum no-load speed of 4,900 rpm and a 25 mm arbor. If offered as a combination, actual machine speed, mounting interface and wheel suitability need buyer clarification. The thickness notation in “355×3/2.5×25.4” also requires clarification; suppliers should not silently select one interpretation.

Page 1 gives 5 November 2026 at 19:00 as the deadline and 19:00 the following day for opening. Some aggregators show different dates or times. These times come only from the original copy; consult the latest GeM notice and amendments before participating. Pages 6–7 also require eligibility declarations, manufacturer certificates and technical information. Overseas suppliers should not infer direct eligibility from the quantities alone.

LUMEI purchasing analysis: This is a steelworks ferrous-metal cutting-consumables lead, without verified award, transaction price or repeat-purchase frequency. Clarify specifications, eligibility and acceptance documentation before assessing the opportunity. One bid does not establish growth across India’s market.

3. Italy: abrasive selection depends on working conditions, not a “premium” label

Country: Italy. Publication date: 27 October 2026.

Kondor Abrasivi’s guide discusses aluminium oxide, zirconia alumina, ceramic grain and silicon carbide. It associates aluminium oxide with general steel work, zirconia with heavier work and ceramic grain with sustained processing. These applications, life and efficiency descriptions are the manufacturer’s, not independent cross-brand tests under uniform conditions. Original guide

LUMEI purchasing analysis: A material name should become a set of application conditions to verify. When proposing substitutes, record the workpiece, machine conditions, permitted operating methods, removal task and acceptance criteria, and compare samples under applicable safety requirements.

Evaluate consumables, time and rework needed to complete the specified task, rather than unit disc price alone. Ceramic grain does not guarantee lower costs; customer operating data must support that conclusion. This is guidance published during the week, not a new invention or product breakthrough.

4. United States: diamond-sawblade review concerns an adjacent product category

Country: United States; origin concerned: China. Determination: 28 October 2026; Federal Register publication: 30 October.

In 731-TA-1092 (Third Review), the US International Trade Commission determined that revoking the antidumping-duty order on Chinese diamond sawblades and parts would likely lead to continuation or recurrence of material injury to a US industry. The notice appeared in the 30 October Federal Register. Official government PDF

This is an injury-review determination, not a new schedule of company duty rates. Its title does not establish coverage of all cutting discs, grinding discs or raw materials.

LUMEI trade analysis: Businesses handling both diamond sawblades and resin-bonded cutting discs should check order scope, origin and applicable provisions product by product. This determination does not mean that the US raised duties on all cutting discs. Export pricing requires the competent authorities’ scope documents and current applicable rates.

5. China: Changshu project is at planning-publicity stage; added capacity is unconfirmed

Country/region: Changshu, Jiangsu, China. Publication date: 30 October 2026.

Changshu’s government website published pre-approval publicity for a dormitory and factory-building project of 常熟市金刚石磨料磨具有限公司 (Changshu Diamond Abrasives Co., Ltd.; name translated for identification). This establishes a publicity stage, not construction, installed equipment, trial production or additional supply capability. Original government notice

LUMEI supply-chain analysis: Keep the project in supplier tracking records. Before relying on it for shorter lead times or added capacity, obtain construction progress, actual product categories, trial-production and stable-delivery evidence. No added-capacity figure is reported here.

Further observations: earlier technology and notices with unverified applicability

Japan | September technical information linked to a planned exhibition this week

Country: Japan. Original technical notice: 24 September 2026; planned exhibition: 26–31 October. JTEKT previously described the vitrified-bond CBN wheel SAKURA Air for cylindrical grinding and its JIMTOF exhibition plan. It illustrates interaction among grain, bond, pores and cooling. A pre-show notice alone confirms neither actual display, delivery nor independent performance, and is not a technology first announced this week. Original JTEKT notice

Argentina | Agreement approval confirmed in an official summary; product coverage unverified

Country: Argentina. Publication: 27 October 2026; instrument dated 5 June. The official legal database lists Disposición 747/2026 approving an agreement between the relevant workers’ federation and the Argentine abrasive-products manufacturers’ chamber. Only the official summary has been verified, not the complete agreement or annexes. This remains supplementary information, with no conclusion about resin-cutting-disc companies, wage increases or purchasing-cost effects. Government summary

Source note: Prices and quantities retain the publishers’ basis. They are not LUMEI sales quotations, completed purchases or a global market index. Manufacturer guidance remains attributed; old news does not fill gaps in reliable weekly coverage.
